Sloane from alias - cold, calculating and had the big plan in mind all the time

Amanda from "Nikita" is really one of my favorite villains. Even though I still don't understand why she does the things she does (hoping we get more insight into that), she's terrifying whenever she's on screen, and it's scary how manipulative and resourceful she can be.

I think Georgina Sparks from Gossip Girl might take the cake for me. She's not violent but she's a bitch. Definitely one of the only good characters from that show.

They kidnapped and brainwashed the newborn baby daughter of two of the Doctor's best friends just to destroy him.
If they not the greatest TV villains, then they're one of the greatest.
