Two years ago, with the outbreak of gang violence and criminal activity, a bill was passed by the United States government to ship every man and woman with outstanding criminal records (mostly murderers, thieves, gang members, serial rapists, etc...) to a massive and remote island in, what seemed to be, the middle of nowhere. Known, simply as, ''Gangland,'' by the criminals that reside there, it serves as a prison for those who have proved themselves to be far less than model citizens. Confined to the island, as the surrounding ocean is infested with sharks, salt-water crocodiles, and more; there is no escape. The government-funded project has been active for a year, and even though there is no physical government presence on the island, they have eyes and ears everywhere, and have been known to send survival packs. However, no such package has been delivered in over a month, which causes an uproar from within the already violent population.
Back in society, even though most known criminals have been sent to Gangland, there are still those who remain hidden, which is why a government funded task force called "The Fist" has arisen to ensure crime rates stay to a minimum. Completely taking over the U.S police, The Fist, operating from dozens of precincts across the states, relentlessly wage a war of terror and violence with the wrong-doers still living in our society.
This series, on one side, follows diverse groups of thugs, bandits and other criminals as they attempt to stay alive on the criminal-ruled island. Low on supplies, the islanders will do anything in their power to make sure their group gets what they need, even if it means wiping out another; and as a number of different affiliations and gangs rise up, they make it their business to either evade them, or take them down, in hopes of becoming the island's most feared, and respected. On the other hand, the series follows the day-to-day operations of a New York City division of "The Fist," and the issues their team faces on the streets, and within the political setting.

ON-ISLAND CHARACTERS
Marcus Holden (Dominic Purcell) has been in the business of killing since the age of sixteen. He took his first life as an initiation into the Red Kings, a very dangerous gang in Lower City, New York. After escaping a "highly fortified" prison in Idaho, he soon slips back into his life of crime, drugs, and death. Then, the Gangland project was launched, and he was captured. Waking up on a remote island in the middle of nowhere, he puts together a crew of guys almost as bad as he is, and claims the island for himself, but there are hundreds of men, just as powerful and dangerous as him, that beg to differ. Marcus is a bad guy; plain and simple. There is no moral conflict in his heart (at least none that we can see). No inner turmoils. He is a killer.
Frances "Frank" Tillard (Ben Foster) is a sociopath, who landed himself in prison for the violent murders of over one hundred people. Determined to be criminally insane by the government, he was among the first batch to be sent to the island. Frank has little-to-no regard for human emotions or life, which is something quite useful when it comes to surviving on the island.
William Todd (Jeff Bridges) was convicted for the murder of his wife and young daughter many years ago, though anyone who knew him could swear he was innocent. He was imprisoned for a long time, and has witnessed a lot in his lifespan, which makes him a very capable leader. When Marcus arrives on the island, the two of them bond instantly, even though their backgrounds couldn't be more different.
Nikolai Alvang (Enver Gjokaj) is a Russian mobster, with an act for betrayal. Not truly belonging to any one gang on the island, he serves as a information broker. He is an extremely intelligent man, no matter how hard he tries to hide it from the other islanders.
Maria "Gata Loca" Ortiz (Michelle Rodriguez) is one of the toughest females you'll ever come across. Rising in the ranks of a Latin gang on the island, she finds herself becoming the new target with a rival gang. Maria landed herself in prison for drug and weapon smuggling, even though it was part of the family business.
Jonnie Santiago (Francis Capra) is Maria's right hand, and best friend of the man Maria killed. Can he truly be trusted?
Brett Lopez (Jay Hernandez) was a petty criminal who found himself in the wrong place at the wrong time. Now, he's in Gangland, and couldn't be more out of place.
Law Cannon (Idris Elba) likes to think he is in control of Gangland, and he technically is, since he leads the most dangerous gang on the island. He is calculated, arrogant and fearless.
Nikki Furlow (Rosario Dawson), when not keeping Law company, trains women off the island in the business of pleasure. Cruel, manipulative and thirsty for power, Nikki is definitely a force to be reckoned with.
OFF-ISLAND CHARACTERS
Catherine Rinehart (Melinda Clarke) is Commander over the 15th precinct of "The Fist" in New York City. She is determined. She doesn't put up with anyone's shit, and she has a rather low tolerance for failure. Under her tough exterior, is an even tougher interior, and she often has to keep her lack of human emotions in check. After being severely injured on duty, she went through major cybernetic enhancement surgery, saving her life, making her stronger and better suited for the job she has to do, but something inside her has been missing ever since.
John Clarke (Warren Kole) is the newest apprentice, assigned to New York City's fifteenth Precinct of The Fist, and he is already having a hard time adjusting to his new environment, and new boss. Being a strong believer of sticking to the book, his relationship with Catherine is put in danger with her constant irrational, often immoral decision making, causing them to bump heads on a daily basis. However, she is his boss, and he respects that, but for how long?
Claire Worthington (Claire Danes) is a nurse at the Metropolitan Hospital in New York. She has a strong belief in civil rights, and the idea of the people before anything else; she would even go as far as taking her beliefs to the government, but she lives in a world that does not allow such freedom anymore, which puts her at odds with her boyfriend, a Fist officer John Clarke. Claire stands up for what she believes in, which is a trait that might get her, and those around her, into a lot of trouble with the law.
Captain Karth Davol (Lance Reddick) is in charge of every precinct in New York City. Not much is known about him, but he is strongly loyal to the Fist and its mission, and he cares deeply for the people working under him. He has been sent to keep a watchful eye over Catherine, and her newly acquired enhancements.
Joey McCray (Peter Dinklage) leads a small group of rebels on the run from The Fist in New York City. Settling down in a home of an inner-city mother and son, he attempts to devise a plan to avoid capture, or worse. Joey is very devious, rudely sarcastic and manipulative, which is the thing that makes his so very dangerous. At a first glance, he is nothing more than a little man in a big, bad city, but those who know him, know not to piss him off.
Lorrie Cox (Tricia Helfer) is Joey's loyal partner and confidant. She's one of the only reasons he is still sane. After a very questionable childhood, no one was surprised when she slipped into the world of exotic dancing and drugs, which soon lead to prostitution. After a deal gone bad, Joey saved her from being a victim of human trafficking, and they've been together ever since.
Vince Baxter (Charles Dale) is not the brightest apple in the barrel, but he knows how to kill a man, at least, one hundred different ways, and he enjoys doing it, as well. Mostly known for being Joey's body guard, he has to adjust his mindset and demeanor to residential life, as his group squats in a family home.
Juanita Shepard (Gina Torres) is a loving, yet stern, single mother who is dealing with the loss of her husband, who was sent to Gangland six months ago. Now, dealing with the fact that she must play host to three, wanted fugitives, she finds herself annoyed at every turn, and at a loss when it comes to trying to raise her teenage son under these conditions.
Danny Shepard (Tahj Mowry) is an antisocial, typical teenage boy, and the son of Juanita Shepard. Being close to his father growing up, it was very hard for him when he was sent to Gangland, and since then, he has been nothing but trouble for his mother, and even more so after their new house guests arrive.
RECURRING CHARACTERS
Carla Austen (Serinda Swan) is described as a woman from Marcus' criminal past.
Lieutenant Reginald McCoy (Holt McCallany) works under Catherine Rinehart at the 15th Precinct.
Henry Carson (Freddie Prinze Jr.) is a graduate of the Fist Academy and John's best friend.
Noah Rinehart (Jacob Hopkins) is Catherine's twelve year old son. The pair of them had a much better mother/son relationship before Catherine's accident, but ever since, he has not been able to talk to her like he would like to. This makes him a very lonely boy, causing him to grow up, way too fast.
Rachel Denison (Marsha Thomason) is an officer of the 7th Precinct in New York City. She often butts heads with Catherine.
Jennifer Wallace (Alice Greczyn) is Danny's secret girlfriend. Although he would love to come out of the closet with their relationship, she doesn't want anyone finding out about their "relationship."
Daniel Larkin (Adrian Pasdar) is the current President of the United States of America. Once a US State senator, but instantly won a trip to the oval office after developing the "Gangland Project," and the creation of The Fist. He does not get involved with any of the central characters but his influence throughout the first season is great.
Forrest Holden (Alan Dale) is a calculated, some may say psychotic man who is serving life in detainment off the island. The only reason he has not been sent to the island, or killed is because he is more useful to The Fists’ cause alive than dead, or in isolation. He is an information-broken, and we soon discover that Forrest is the father of Marcus Holden, who is currently living on Gangland. Holden will be introduced as a source in Catherine’s manhunt for The Skinner, though his role in her life, from both the present and past, may take a very interesting turn.
Valentina (Deborah Ann Woll) is a young, Russian woman who made exotic dancing her living. She soon got into the world of drugs, and smuggling. Also, she's pregnant, and running out of warnings. Next time she's caught on the streets, it may mean a one way ticket to the island.
The Skinner (Undisclosed), a serial killer with many faces, but none of his own, literally. He leaves his mark by skinning the faces off of his victim while they’re still breathing, and using advanced surgical technology to virtually change his face to avoid being captured by The Fist. Little is known about The Skinner; where he came from, his origins, or his original face. If he is even a male is yet to be determined. All we know is that The Skinner is out there, somewhere, which launches a city-wide manhunt in order to locate him before he skins his next victim.

NOTES
"Gangland" is a series with many genres built into it. In some instances, it can be a straight drama, thriller, science fiction piece, mystery, comedy, horror, and the list goes on. Amin and I are putting a lot of thought into developing the shows history, mythology, to better shape the world we're creating. Stylistically, this show will be similar to Game of Thrones, due to the ensemble cast, and the jumping to and from separate groups of characters throughout each episode. In a way, the show is kind of two shows in one, as we focus on characters on the island, as well as those off the island, and more importantly, we want to give all of our lead characters equal focus and importance.
